Regional Development Council (RDC) and Surigao del Norte Gov. Sol F. Matugas acknowledged the efforts of former Butuan City and Las Nieves Congresswoman and now BGen Charito B Plaza of the AFP Reserved Force, as well as former Cong. Mario Serra-Ty of Surigao delSur for the creation of Caraga Administrative Region, during the RDC Special Full Council Meeting held on Tuesday in one of the local convention centers here.
According to Gov. Matugas, the two former officials of the region played an important role in the creation of the Caraga Region being the author and co-author, respectively of Republic Act 7901 creating the Caraga Administrative Region, which was signed by former President Fidel V. Ramos on February 23, 1995.
“Looking back from among us here, I think I was one of the few who saw the birth of the region in 1995… Thanks to the proactive and dynamic leadership of former Cong. Charito B. Plaza and former Cong. Mario Serra Ty of Surigao del Sur who left this legacy, making us proud to lead our own lives, nurturing and sustaining our common dreams and aspirations,” Matugas said.
The RDC chair of the region also pointed out that the pillars of good governance set by the two officials “have remained strong and unshaken.”
“Today, the dawning of the new day deepens us to continue the journey to set our focus to one common vision by making Caraga a region where people meet in unity, peace and prosperity… and the people would fully enjoy the benefits of development,” Matugas added.
With these developments, Gov. Matugas enjoins the RDC members to help her and the council, in general to map out possibilities on how to provide necessary service delivery to achieve access, equity and quality.
This is the first special full council meeting where Gov. Matugas was formally introduced and presided the agenda. For almost three years, the members were not able to conduct election to lead the council.
Gov. Matugas is the personal choice of His Excellency Benigno S. Aquino III who also administered her oath-taking in a ceremony held on June 10, 2011 at Malacañang Palace. (PIA-Caraga)
