The Constructors Performance Evaluation System (CPES) team of the Department of Public Works and Highways (DPWH) is set to conduct validation and evaluation of contractors’ performance on the recently implemented P208 million infrastructure projects in Siargao Island this August. In a radiophone message, DPWH-13 Regional Director Danilo E. Versola informed District Engineer Salvador E. Montil, Jr. of the arrival of the team and ordered to extend logistics support in the conduct of the evaluation activities.
Among the projects subject for assessment are the P4.6 M Pilar-San Roque road (Dayaohay section), P21.1 M Jct. Cancohoy-Pilar road (Caridad-Pilar section) Phase II, P22.8 Jct. Osmeña-Pilar road (Osmeña-Maasin-Mabini section) Phase II, P21 M Jct. Del Carmen-Sta. Monica-San Isidro road (San Benito-Santa Monica-Burgos section) Phase II, P19.3 M Improvement/Rehab along Santa Monica-Burgos-San Isidro road, P20 M Jct. Del Carmen-Sta. Monica-San Isidro road (San Benito-Santa Monica-Burgos section) Phase I, P15.8 M Jct. Osmeña-Pilar road (Osmeña-Maasin-Mabini section) Phase I, P9.6 Completion of the Channel of Osmeña-Dapa Flood Control, P16.6 Jct. Cancohoy-Pilar road (Caridad-Pilar section) Phase I, P16.6 M Jct. Cancohoy-Pilar road Km 0020+541545-K 0021+359, P24.4 M Jct. Del Carmen-Sta. Monica-San Isidro road K 0026+705-K0027+900 and the P16.3 M Jct. Osmeña-Pilar road Km 004+569-K 005+383.
The implementation of CPES is governed by Section 12, Annex E of the Implementing Rules and Regulation (IRR) of Republic Act No. 9184 (Government Procurement Reform Act). This law states that, all government procuring entities implementing infrastructure projects are mandated to evaluate the performance of constructors using the CPES. (Michael Conte, DPWH 2nd Eng’g.
